Gurugram | February 12, 2026: Startup Stairs Pvt. Ltd., AITMC Ventures Ltd. (AVPL), and Victory Electric Vehicles International Ltd. have announced a strategic partnership to establish a nationwide franchise-led ecosystem focused on EV charging infrastructure, skilling, manufacturing, and entrepreneurship.

This collaboration creates a structured framework to evaluate large-scale EV skilling, infrastructure deployment, and employment-linked entrepreneurship initiatives across India, combining Startup Stairs’ incubation expertise, AVPL’s skilling footprint, and Victory International’s EV technology and manufacturing capabilities.

EV Skilling Through ITIs and Centres of Excellence

  • 70 Industrial Training Institutes (ITIs) identified for evaluation of EV-focused skilling centres.
  • Training to equip youth and technicians with industry-aligned EV service, maintenance, and charging infrastructure skills.
  • AVPL to leverage its Centres of Excellence across states for large-scale skilling delivery.
  • Pilot programmes to be rolled out in phases to assess scalability and regional demand.

Skill-to-Income Pathways via Franchise Enablement
A core pillar of the partnership is ensuring skilling translates into tangible livelihood outcomes.

  • Graduates of EV training programmes will be evaluated for participation in a structured franchise-led ecosystem.
  • Franchise formats under evaluation at ₹5 lakh and ₹10 lakh investment levels.
  • Opportunities include:

    • EV dealer service centres
    • EV dealerships

This integrated model creates a clear pathway from training to income generation, addressing workforce readiness and unemployment in the fast-growing EV sector.

Domestic Manufacturing at AVPL Future Tech Park

  • Manufacturing of EV AC/DC chargers, batteries, and components to be undertaken at AVPL’s Future Tech Park in Hisar.
  • Facility anchors domestic production aligned with Aatmanirbhar Bharat vision.
  • Victory International to lead technical design, manufacturing setup, quality systems, and franchise operations.
  • Startup Stairs to support ecosystem structuring, institutional coordination, and entrepreneur onboarding.
