Surat, October 2026: Steamhouse India Limited has signed a Memorandum of Understanding (MoU) with the Haryana Enterprises Promotion Centre (HEPC), Government of Haryana, to explore industrial infrastructure opportunities involving a proposed investment of ₹500 crore in the state.

The MoU establishes a framework for cooperation and government facilitation to assess potential opportunities, including the development of community boiler infrastructure for industrial clusters.
Exploring Centralised Steam Infrastructure
The proposed collaboration focuses on evaluating opportunities for centralised steam-generation systems that can serve multiple industrial units through shared infrastructure.
According to the company, such systems could provide an alternative approach for steam-intensive industries while addressing the increasing importance of environmental compliance and operational efficiency.
Commenting on the development, Vishal S. Budhia, Chairman & Managing Director, Steamhouse India Limited, said:
“Community boiler infrastructure offers an opportunity to rethink how steam-intensive industries meet their requirements while addressing the growing importance of environmental compliance. Haryana’s industrial clusters warrant closer examination of centralized steam generation, supported by appropriate pollution-control systems and efficient distribution networks. The MoU with HEPC provides a framework to explore these opportunities, subject to feasibility assessments and applicable regulatory approvals.”
Focus on Industrial Clusters in Haryana
The initiative comes at a time when air-quality management remains an important policy consideration across the Delhi-NCR region.
Manufacturing hubs such as:
- Panipat
- Sonipat
could provide opportunities to evaluate the feasibility of cluster-level steam infrastructure designed to support multiple industrial consumers through a centralised model.
The concept of community boiler systems has also featured in broader discussions around industrial emission management, including regulatory guidance encouraging the evaluation of such systems for small and medium-sized industrial clusters.
Exploratory Agreement, Not a Project Award
Steamhouse India clarified that the MoU is exploratory in nature and does not represent:
- A project award
- A definitive investment commitment
- Approval for any specific facility
Any future development will depend on:
- Technical feasibility studies
- Commercial viability assessments
- Industrial demand
- Environmental considerations
- Statutory approvals and regulatory clearances
Potential Benefits of Community Boiler Systems
Community boiler infrastructure involves a centralised steam-generation facility that distributes steam through dedicated pipeline networks to multiple industrial customers.
Compared with standalone boiler installations, this approach may enable:
- Centralised pollution-control systems
- Coordinated fuel management
- Improved emissions monitoring
- Greater operational standardisation
- Better environmental oversight
The effectiveness of such systems, however, remains dependent on technology selection, operational practices, and regulatory compliance.
Strategic Outlook
The MoU reflects Steamhouse India’s interest in supporting industrial infrastructure modernisation while exploring opportunities aligned with cleaner and more efficient utility delivery models.
If viable, community boiler projects could support industrial growth while contributing to improved environmental management across manufacturing clusters.
